The People Behind Dallas County: Shirley S. Johnson
On February 19, 2022, DallasHR honored the 2020 and 2021 HRStars at the Awards Gala, a celebration of HR leadership and service to the HR community.
Shirley S. Johnson, Assistant Director Human Resources, was nominated as a finalist and was awarded the 2020 HRSouthwest Conference Volunteer Leader of the Year! As a volunteer leader, Shirley has also been appointed and will serve as the Director for the 2022 HRSouthwest Conference.

Shirley has worked for Dallas County for 5+ years. As the Assistant Director of Human Resources, she oversees compensation, benefits and employment for 7,000+ employees.
Before starting with Dallas County, Shirley spent 16 years managing the human resources department at the Dallas Central Appraisal District. Having worked mostly in government, she is a seasoned generalist and has expertise in advising operational managers, project management, implementing new technology, developing company culture and fostering a positive workplace. She has a master’s degree in management and is SPHR and SHRM-SCP certified.
Over the past 16+ years, Shirley has volunteered with DallasHR and the HRSouthwest Conference. In addition to her position as Director for the 2022 HRSouthwest Conference, Shirley is also currently serving as the Vice President of the DallasHR Operations Board and sits on the Board of Trustees.
Shirley prides herself on being a change agent and embracing change. As her legacy, she wants to be known for her role in changing the culture of Dallas County and assisting with implementing a quality management system to ensure the needs of customers and stakeholders are being met.
